Phase 2: the launch of an urban centre 1997-2003

While constructing facilities in the municipalities to cater for the arrival of new inhabitants, Val d'Europe simultaneously developed a true urban centre.

The 2nd phase included:


Development of the municipalities

To answer to the needs of a growing population including:
- Construction of a diverse housing options (accession/rentals, individual/collective…).
- Construction of public facilities for administrative, social, cultural, and sporting purposes.
- Construction of neighbourhood facilities: schools, crèches, gymnasiums, etc.
- Company establishment and job creation within the business sectors.
- Development of a public transport network.


The construction of supporting infrastructure for the public

- Primary road system, Val d'Europe-Serris-Montévrain RER station, regional parking facility, Serris bus station.
- Purification network and public lighting.


The birth of an urban centre

Spread over both the municipalities of Serris and Chessy, the urban centre is destined to become the heart of the Val d'Europe area.

The urban centre is set to include:

- Accommodation: 1,800 units in the long-term

- Service sector activities: a shopping centre spanning 90,000 m² and 5,000 m² of neighbourhood stores

- A business centre: spanning 365,000 m² and including various facilities, offices, services and activities

- Public facilities: 3 school complexes, a middle school with 600 pupils, a maison de quartier (community centre), a gymnasium, a recreational centre, a high school, two large cultural centres, sports facilities, administrative facilities (post office, municipal services, service of revenue, etc.) the Marne-la-Vallée Val d'Europe University campus, a public services building 

Urban Centre



The strengthening of tourism activity

- A second theme park dedicated to cinema and imagery, Walt Disney Studios, opened in March 2002.
- A hotel complex was created with 2,200 rooms.


The launch of Arlington Business Park Paris Val d'Europe

Located in the municipalities of Bailly-Romainvilliers and Serris the Arlington Business Park hosts large companies in an exceptional landscaped setting. A first section spanning 40 hectares has already been started and 180 hectares are planned for the long-term.
