The development of Val d'Europe includes the Euro Disney project which was initiated by the government with the intention of ensuring coherent development and control over new urban developments while preserving the original character of existing municipalities.

Developments have taken place in successive phases with each phase including a programme compiled through consultation with all partners (State, local authorities, the Euro Disney SA company).


Phase 1: the birth of Val d'Europe 1987-1997

The first phase of development included:

- The introduction of a road network and public transport system including the Chessy-Marne-la-Vallée RER-TGV station for regional express and high speed trains.
- The creation of a drinking water plant, as well as a purification network (waste water/rain water).
- The beginning of urban developments around the old municipality towns through the construction of more housing and public facilities.
- The opening in 1992 of the Disneyland® Paris theme park, Disney® Village and a hotel, conference and golfing complex.

The first phase lead to the creation of 10,000 direct jobs, a flow of 12 million visitors per year and significant economic and fiscal consequences for Val d'Europe, the department of Seine-et-Marne and the Ile-de-France region.
