The development project for Val D'Europe is the fruit of a partnership between the public and private sector governed by the signing of an agreement in 1987 between the State, the Ile-de-France Region, the Department of Seine-et-Marne and the Euro Disney company.


A local authority: The Val d'Europe SAN

A Public Institution for Intermunicipal Cooperation, the Syndicat d'Agglomération Nouvelle (SAN) was established in April 1987 through the grouping of Bailly-Romainvilliers, Chessy, Coupvray, Magny le Hongre and Serris.
It oversees the coherent development of the sector. Its role is to preserve the spirit of intermunicipal solidarity on which it is based, and to take inspiration from this solidarity to encourage the organised and well-balanced development of Val d'Europe.

It has the additional role of harmonising urbanisation and facilities throughout the sector taking into account the geographical, human and economic diversity of each of its municipalities.


A planning authority: EPAFrance

EPAFrance, the Public Development Authority for sector IV of Marne-la-Vallée was established by the decree of 24 March 1987 to carry out all operations involving planned development of the sector.
It acts as a remote representative of the State with tasks including: town planning and development engineering, programming of public funding for housing, land acquisitions, primary road and cleaning infrastructures.
It acts as a town planning body and partner to the local authorities.


A developer: Euro Disney SA

According to the agreement signed in 1987, the State granted the Euro Disney company with a role that extended way beyond its traditional activity of developing theme parks. The Euro Disneyland operation has taken place in successive stages, each stage including programmes compiled through consultation with the State and local authorities.

Progressively, along with the implementation of the various phases of development, the Euro Disney company has bought land, serviced it with the help of EPAFrance, and either proceeded to sell it to private operators (for the construction of offices) or keep it for subsequent tourist, property and economic developments.
The Euro Disneyland operation covers 1,943 hectares and includes 1,742 hectares of land ripe for development.
