Val d’Europe

Located in the North of the French administrative department of Seine-et-Marne and 30km East of Paris, Val d'Europe is the fourth sector of the new town of Marne-la-Vallée, an initiative developed based on the State's intention to balance and boost the activities in the suburbs East of Paris.

In 2004, Val d'Europe includes 3,233 hectares, 16,000 inhabitants, 1 SAN and 5 municipalities.
By 2015, the aim is to construct a town comprising approximately 35,000 inhabitants and 40,000 jobs.


The Val d'Europe SAN

A Public Institution for Intermunicipal Cooperation, the Syndicat d'Agglomeration Nouvelle du Val d'Europe (Val d'Europe New Town Association) was established in 1987 upon the initiation of the Euro Disneyland project.

The SAN is a political and administrative body responsible for a territory named Val d'Europe which combines the municipalities of Bailly-Romainvilliers, Chessy, Coupvray, Magny le Hongre and Serris.

In accordance with the provisions of the Act of 13 July 1983 on new towns, the development of Val D'Europe takes place within the unique framework of a public-private partnership between the SAN, which plays an essential role, along with public development authority EPAFrance, and property developer Euro Disney.
The elected representatives of the SAN work to make sure that Val d'Europe is a balanced and coherent urban settlement which generates jobs and respects the identity of its municipalities, while offering its inhabitants, both old and new, comfortable surroundings and services in a protected environment.


SAN History

- 18 December 1985
Laurent Fabius, Prime Minister, Edith Cresson, Foreign Trade Minister, Michel Giraud, President of the Ile-de-France Regional Council and Paul Séramy, President of the Seine-et-Marne Departmental Council sign a letter of intent confirming France's intention to support the arrival of the Disney company in Val d'Europe.

- 24 March 1987
Jacques Chirac, Prime Minister, approves the agreement for the creation and operation of Euro Disneyland in France and sets up a Public Interest Project for the Val d'Europe area.

- 21 July 1987
The Management Committee of the SAN for Sector IV of Marne-la-Vallée meets for the first time at the Meaux Sub-prefecture.
The State entrusts the committee with the following task:
- To ensure respect for coherence of the new town project taking into account the establishment of the Disneyland project.
- To ensure respect for solidarity between municipalities by the pooling of revenues and business taxes.

- 19 January 1988
The Management Committee decides to give the Syndicat d'Agglomération Nouvelle of Sector IV a new name calling it the SAN des Portes de la Brie.

- November 2001
The association eventually gets the name which corresponds with its territory and becomes the Syndicat d'Agglomération Nouvelle de Val d'Europe.


The 5 municipalities

Val D'Europe is comprised of 5 municipalities namely Bailly-Romainvilliers, Chessy, Coupvray, Magny le Hongre and Serris. As a product of these municipalities, the primary mission entrusted to the SAN is to oversee the development of the new town.
