SAN responsibilities include the following: - Programming of urban development (housing, activities, etc.). - Construction of the public facilities made necessary by urbanisation. - Economic development and job support. - Town planning (local town plans, coherent development schemes, designated development areas, etc.). - Travel network: public transport, bus stations, foot, bike and rollerblading paths, etc. - The creation and management of drinking, waste and rain water networks. - Maintenance of intermunicipal public areas and collection of household waste. - Support for social, cultural and sports policies. - The implementation of a community multimedia library network.

Town planning
Through the drafting of coherent development schemes, local town plans, designated development areas and housing subdivisions with over 30 units, the SAN has acquired the necessary tools for the development of a first-rate urban settlement, with a well-adapted and varied housing offering, a natural and preserved environment and tasteful architecture. The SAN is also intent on making optimal use of existing facilities in order to make Val d'Europe a well-balanced urban area, which respects the identity of its municipalities and its inhabitants.

Construction of public facilities
|
To respond to urban development and the continuous arrival of new inhabitants, the SAN finances and constructs numerous public facilities including administrative buildings, schools and recreational centres, day care centres, crèches, sports facilities, social and cultural centres and more. Once construction has been completed, if a facility is not used on an intermunicipal basis, it is then given back to the municipality who takes over responsibility for its operation.

Economic development and job support
|
The SAN plays an active role in overseeing and contributing to the diversification of the local economic fabric. It welcomes companies and helps them with their choice of location. It also guides those wanting to set-up companies and manages a business centre for new companies. In the framework of an agreement with the ANPE (French National Employment Agency), the SAN also assists people in their search for jobs and companies in their search for employees according to Val d'Europe's various sectors of employment.

| Travel network |
In collaboration with the Syndicat Intercommunal des Transports (Intermunicipal Transport Association) and major public partners, the SAN provides for the networks and infrastructures needed for access and mobility in Val d'Europe and its five municipalities: bus stations, regional parking facilities, public transport. Along with the RATP (Paris Transport Company) the SAN participated in the construction of an RER station (regional express train) for the urban centre. Objectives for the next few years include the development of bike, rollerblading, and foot paths between the various poles of activity in Val d'Europe, in order to provide easy and protected access to the various facilities and services offered within the area.

The creation and management of drinking, waste and rain water networks
|
From its distribution to its purification, water is a daily concern for the Val d'Europe SAN. Since 1987, the SAN has continually been modernising the various drinking, waste and rain water networks which span almost 200km and which serve the sector's five municipalities, inhabitants and companies. There is no water tower in Val d'Europe as this has been replaced by two high-tech and high-pressure water treatment plants (remote management, automation, etc.). In order to facilitate the collection of rain water, the SAN has created about twenty rain water basins, which add to the beauty of the landscape and the quality of the Val d'Europe environment. The SAN maintains the rivulets (19km) and basins, and samples are regularly taken in an effort to monitor water quality.

Maintenance of intermunicipal public areas and collection of household waste
The SAN is responsible for maintaining the numerous public areas. The high quality of services (frequent intervention, pruning standards, sprinkling, etc) make the Val d'Europe environment a definite attribute and ensure a good quality of life for its inhabitants and the hosting of companies. Services essentially entail: - Maintenance of parks and gardens (77 ha lawns, 4.5 ha shrub areas, over 8,000 trees and 5.4 ha roadside barriers). - Maintenance of basins (ecological monitoring and bacteriological analyses, waste collection, maintenance of rivulets). - Urban cleanliness (84km of road systems, urban furniture, winter salting service). - Bus stations (cleaning of platforms and bus shelters). - Maintenance of public lighting. - Maintenance of road systems.

Support for social, cultural and sports policy
|
In terms of social, cultural and sports policy, the SAN constructs the public facilities needed for the development of a full and diverse social life (show venues and multimedia libraries, sports facilities, recreational centres, etc.). For social purposes, the SAN has instituted a Child Minders Network (RAM) and is a driving force behind finding innovative solutions for child care within the sector. In the field of culture, SAN policy includes major projects and neighbourhood initiatives including: participation in the yearly Fête de la Musique (music festival) organisation of major gatherings (Victor Hugo Bicentennial), participation in the Festival du Pays Briard, and the yearly hosting of conferences on contemporary art for the promotion of cultural awareness. The SAN is also present for the younger generation, providing them with English lessons and RASED (Special Aid) within the schools. On-site holidays, ski trips, school sports activities, sports festivals, cross-country...sports are a major feature throughout the year. The aim is to offer the youth with varied activities during school holidays and introduce them to new disciplines while at school-going age. The SAN also lends its support to associations for exceptional gatherings.

| Implementation of a community network of media libraries |
Established and financed by the SAN, the network of multimedia libraries is intended to offer neighbourhood services through multimedia libraries located in the heart of the municipalities. The Médiathèque du Val d'Europe, located in the urban centre offers students and researchers an incomparable tool with which to work. Numerous cultural events provide for training, information and entertainment with conferences, exhibitions, shows, etc.
